He attended St. Augustine High School and San Diego State College (later San Diego State University), where he studied economics. While at San Diego State he played collegiate football at the linebacker and offensive guard positions, achieving All-Conference honors three-times, becoming the school's first player to receive Little All-American recognition. He served as a bomber in the South Pacific Theatre while with the United States Navy during World War II. Upon returning home, he attained his law degree from Stanford Law School, and in 1948 served as deputy district attorney in San Diego, later establishing his own law firm. In 1951, at the age of 35, he was elected as a Republican mayor of San Diego, serving until 1955, thus becoming one of the youngest mayors to head a major American city at that time. In addition he was the first San Diego mayor who was a native of the city. In 1984 he was inducted into the San Diego Hall of Champions (Breitbard Hall of Fame), for his collegiate athletic career.
