Jesse was the son of Thomas Leazenby and Elizabeth Bailey. The date of his birth was based upon records found about his twin brother Thomas.

Jesse first married Fannie Minor Crabb on June 8th, 1815 in Pickaway County, Ohio. Fannie was the daughter of Vincent Crabb and she was born in 1770 in Westmoreland County, Virginia. They had 2 boys and 1 girl named John, Joshua and Margaret; all born in Pickaway County, Ohio. Two years, 1826, after their last child Margaret was born Fannie died.

One year after Fannie died Jesse married Sarah Elizabeth Humes. The wedding was on September 12th, 1827 in Pickaway County, Ohio. Sarah was born in Virginia about 1794 and she died in Wabash County, Indiana about 1879.

Between 1828 and 1842 Jesse & Sarah had 3 boys and 2 girls named: Joseph, James, Jesse, Mary Ann and Elizabeth. They were all born in Pickaway County.
