Arthur enlisted in the army on September 24, 1900, and was a veteran of the Philippine-American War (or "Philippine Insurrection"). He was a Sergeant in Company E, 17th United States Infantry, that served on the islands of Mindanao and Luzon in the Philippines. Arthur applied for, and was granted, a military pension in 1931.

Arthur married his first wife, Dora, on June 29, 1911, in Georgetown, White County, Arkansas. They then lived with his mother, Sarah, in Russel, Russel County, Kansas. Arthur abandoned Dora and the children early in their marriage and, after Sarah died in 1919, the girls were placed in an orphanage until their mother could retrieve them. Ultimately, Dora remarried and lived with her second husband and girls in Texas.

Arthur at some point later remarried to a woman named Alice and he died in 1964 and is buried in Cowley County, Kansas
