A member of the Democratic Party, he served the state of Hawaii in the United States House of Representatives from 1977 until 1986. Born in Chicago, he attained his bachelor's degree from Arizona State University and served in the United States Army during World War II. In the post-war years, he became proprietor of radio and television stations, relocating to Hawaii during the mid-1960s. Prior to his election to Congress, Heftel represented the state as a delegate at the 1972 National Democratic Convention. In 1986, he had an unsuccessful bid for governor of Hawaii.
