Frank is found in the 1880 census in Coventry,RI with his mother Julia aged 24 and his grandfather Isaiah aged 55. There is a question as to whether his father was a Caleb Carr. It is possible that Caleb had died before 1880. A descendant, Mike Scott, offers the following: "I believe Frank's mother is indeed Julia Carr, however I cannot find mention of his father anywhere. In the 1860 and 1870 census, Julia is in the household of her father Isaiah. In the 1880 census, Julia and her sister Emma are still listed in Isaiah's household along with his second wife and their children. At the end of the 1880 household is Frank - grandson. There's a birth record for Frank that lists only his mother, Julia - no father is named. I cannot find a Caleb Carr.. I think Julia was an unwed mother and Frank took his grandfather's sir name."

He married Ruth Ballou Jenks on Oct 23,1903.

Children: Frank Winfield Carr, Reniff E Carr Scott, Alice Carr Cook, Louise Carr Allen, William Mozart Carr, Delphine H Carr Wood, and Rachel E Carr Belanger.
