President of Venezuela. Orphaned at an early age, he was adopted by wealthy Catholic relatives, through whom he was able to study at a Jesuitical school in Caracas and later at the university. There he obtained a doctorate in laws and political sciences. While still a student he became involved in politics, and in 1946 he was a co-founder of the Christian-Democratic party (COPEI). He was unsuccessful as the party's candidate in the 1947, 1958 and 1963 presidential elections, but eventually became president for two non-consecutive terms (from 1969 to 1974 and from 1994 to 1999). His second period was marked by high inflation and a devaluation of the bolívar, causing frequent demonstrations and disturbances among the population. During this time he granted amnesty to the leader of an attempted military coup in 1992, Hugo Chávez, who succeeded him as President in 1999. (bio by: 380W)
