She was the daughter of Arthur Augustus Simkins and Mary E. Pratt. Her father and grandfather spelled their name without a p, so I would suggest the spelling Simkins (her grandfather was Eldred Simkins of South Carolina.) I believe that her middle name was Pratt from her mother's maiden name.
From an 1893 newspaper article about Washington wives: the write-up on Caroline mentioned that she was the great-granddaughter of General Clarke and was the niece of Governor Pickens of South Carolina. Margaret Eliza Simkins, sister of Caroline's father, married Francis Wilkinson Pickens.

I believe that Caroline's maiden name is actually Simpkins (maybe Pratt is a middle name) and she was born in South Carolina. Her mother was Mary E. Simpkins.
1870 Census in South Carolina:
Mary E. Simpkins (born 1830), Caroline Simpkins (born 1850), Ma(r)y (born 1856) and Semion Pratt (born 1823). It appears as though Mary is a widow and they are living with a Rosa Simpkins who is probably also a widow. On the same page are other Call families.
1880 Census in District of Columbia:
Wilkinson Call (retired lawyer and United States Senator) and Caroline Call with mother-in-law Mary E. Simpkins and Mary Simpkins.
In the 1900 census for the District of Columbia, Mary E. Simkins is living with daughter Mary who has married Oscar Herring. It says how many children: 1, how many living children: 1. Mary E. Simpkins is also buried in the same lot as the Call family.
