Governor of Louisiana. He graduated from Washington and Lee University in 1889, received a law degree from Tulane University in 1892, and became an attorney. In 1898 he was elected to the Louisiana Senate, serving from 1899 to 1901. He served as a Judge of the Louisiana District Court from from 1900 to 1906, and a Judge of the state District Court of Appeals from 1906 to 1911. In 1911 he was elected to the Louisiana Supreme Court but declined to serve, instead campaigning for Governor. In 1912 he was the successful Democratic nominee and served from 1912 to 1916. Elected on a platform of reform, his efforts were generally blocked by legislators allied with the political organization of New Orleans Mayor Martin Behrman. After leaving office Hall returned to his law practice, also serving as state Assistant Attorney General from 1918 to 1921 and campaigning unsuccessfully for the US Senate in 1918. Hall died of a heart attack while campaigning for a seat on the Louisiana Supreme Court.
