US Congressman. He served in the United States House of Representatives from 1979 to 1993, as a representative of Michigan's 11th Congressional District. He attended Northern Michigan University and Wayne State University, graduating with a degree in Mortuary Sciences in 1954. Prior to serving in Congress, he served as a St. Ignace City Councilman from 1964 to 1966, and as a funeral director at the family operated Davis Funeral Home from 1954 to 1966. He served as a member of the Michigan State House of Representatives from 1966 to 1970, and the Michigan State Senate from 1970 to 1978, where he served as the house majority whip and Republican leader. As a member of the U.S. Congress, he served on the Armed Services Committee, and was instrumental in establishing the Thunder Bay National Marine Sanctuary and the Keeweenaw National Historical Park. In the late 1980s, he was implicated in the U.S. House banking scandal, writing over 800 insufficient checks against his government backed bank account. Faced with the bad publicity resulting from the political scandal and a failing marriage, he resigned from Congress at the conclusion of his final term and did not seek re-election. Following his service in Congress he became a Washington D.C. lobbyist, and was active in the political campaign of George W. Bush. He died in a Virgina hospital from heart and kidney failure at the age of 77. (bio by: Nils M. Solsvik Jr.)
