He was a member of the operating engineers union since 1953 and spent 28 years as its business manager, retiring in 1986. He was an active member of the Mobile Masonic Lodge No. 40 F&AM, Scottish Rite Bodies and York Rite.
Active in many phases of the Shriners organization, he had served as a potentate of Abba Temple Shrine in 1978. He spent five years on the board of governors of the Shriners' Hospital for Children - the Burn Institute at Galveston, Texas.
In addition, he served for eight years with the Mobile chapter of the American Red Cross as a member of the board of directors and a volunteer.
Lowe was remembered by the agency as being instrumental in setting up a long-term partnership between the labor community and the Red Cross to help facilitate disaster relief.
According to Kathie Barton, spokeswoman for the Mobile Bay Area Chapter of the American Red Cross, labor unions greatly assist the agency in time of disaster by offering space in their union halls for the Red Cross to provide continuing disaster relief.
“Without the help of labor unions, we wouldn't have facilities to utilize on a long-term basis during major disasters. Now that relationship is really strong. He initiated it,” Mrs. Barton said.
“Before he came on board, we had nothing like that in place,” she said.
Lowe had served on the board of Mobile County Hospital for 15 years and was a founding member of Mobile United, family members said.
He had been appointed by governors George Wallace and Albert Brewer to the state's commission on higher education, where he served for 14 years.
Other affiliations included board member of the United Way of Mobile and the state and national greyhound associations; board of trustees of the Mobile Building Trades; and secretary-treasurer of the IUOE South-Atlantic Conference.
Survivors include his wife, Rene Pierce Lowe; four sons, Robert H. Lowe Jr., Denny H. Lowe, Raymond M. Lowe and Eddie P. Holloway; two daughters, Patricia Lowe Summerson and Sylvia Lewis; one sister, Lillian Lowe Henley; 11 grandchildren; and 10 great-grandchildren.
Visitation will be at Serenity Funeral Home today from 2:30 p.m. with Masonic graveside services at 4 p.m. in Serenity Memorial Gardens.
Memorials may be made to the Abba Temple Children's Transportation Fund.
