Son of Abram & Polly Penn.
Veteran of World War II. Private First Class of the 4002nd Quartermaster Truck Company, in the United States Army. He was awarded the Good Conduct Medal, the American Theater Service Ribbon and the European African Middle Eastern Service Ribbon.
Retired from UVA's Department of Building & Grounds. He also worked at Wiley's Department Store on the Downtown Mall, Charlottesville, VA.
Althought not active in recent years he had attended Zion Union Baptist Church.
Preceded in death by his parents and sister Gladys Penn.
Survived by wife Juanita Smith Penn, step-children Robert Richardson, Shirley Solomon Parrish and sister Mabel Jones.

Charlie although ill for sometime had remained strong until the very end. He insisted even on the last night of his life that he was all right. Our thoughts and prayers at this time are that he is at last, indeed, "all right".
God knew that to linger would only be to suffer, so he graciously welcomed him home.
