He graduated from New Waverly High School in 1931; obtained his A.B. from Sam Houston State Teachers College, Huntsville, Texas in 1934; then obtained his LL. B. at the University of California, Berkeley, California in 1937.
Employed by the State Relief Administration, Sacramento, California as Case Aide and Legal Aide from 1937-1939; Deputy Legislative Counsel from 1932-1945. Attorney for Sacramento Municipal Utility District from 1942-1950; then an Attorney in private practice (as a partner) for the firm of McDonough, Holland, Schwartz, Allen and Wahrhaftig in Sacramento.
A nationally known expert on water, he was enlisted by John F. Kennedy's presidential campaign in 1960 to edit Kennedy's speeches on Western water policy.
He belonged to the Pioneer Congregational Church of Sacramento, and was also a collector of Old English and medieval legal manuscripts. In addition, Martin was a member of the American Bar Association, the National Reclamation Association, local and state bar associations, and the Seldon Society, an organization of rare book collectors.
Martin McDonough celebrated his fifty years in law on October 30, 1987.
