His family settled in Hamlin County, Dakota Territory in 1881, where Green completed his education. He became a farmer in the town of Hazel and also served in local offices, including 12 years as President of the district school board. A Republican, in 1906 he was elected to the State Senate and served one term, 1907 to 1909. In 1913 he was appointed to the state Board of Charities and Corrections, serving until 1920. In 1922 he was again elected to the State Senate and served two terms, 1923 to 1927. In 1930 he was elected Governor, and served one term, 1931 to 1933. Serving during the Great Depression, his time in office was marked by efforts to respond to the loss of revenue by reducing the state budget, and combating several farm problems, including a drought and a grasshopper infestation that led to sustained crop failures. Green was an unsuccessful candidate for reelection in 1932, afterwards returning to his farm in Hazel, and serving as a Delegate to the 1936 Republican national convention before moving to Watertown, where he lived in retirement.
