Jesse was the son of Hugh Phillip Allison (1771-1846) and Rebecca Sanders Hartt (1767-1839); and the grandson of Revolutionary War Patriot, William Allison. He was born in Jacksboro, Wilkes County, North Carolina in Sept 1790. From North Carolina his family moved west-ward into Kentucky.
Jesse married Mariam Foley in Knox, Kentucky on 29 Mar 1810. While living in Kentucky Jesse severed in the US Army from 1812-1814 during the War of 1812 with England. Jesse's father, Hugh, also served from 1812-1814.
From Kentucky Jesse moved to Madison County, Ill in 1821; residing near Edwardsville; and in 1840 moved his family further west-ward to Cooper County, Missouri where he rejoined with his father Hugh Allison.
Jesse lived in Cooper County until 1859 when he moved to nearby Saline County, Missouri. Jesse and Mariam had the following children:
