Born in Santa Monica, Los Angeles County, California, May 22, 1934. He was the son of Russell T. Maddy and Anna M. (Balzer) Maddy. He was a graduate of California State University, Fresno. Ken joined and served in the United States Air Force.

He was married February 7, 1957, to Beverly Chinello. They later divorced. He was married, November 28, 1981, to Norma (Quesenberry) Foster.

His children are Deanna Hose, Donald Paul Maddy, and Marilyn Geis.

Ken was a lawyer and a Republican member of California state assembly 14th District, 1971-78; candidate in the primary for Governor of California in 1978, a long-time member of California state senate, 1979-98.

His Memberships included Rotary, Sigma Nu, and Phi Delta Phi.

Kenn lost his battle with lung cancer, at Sutter Memorial Hospital, Sacramento, Sacramento County, California on February 19, 2000.

A portion of Highway 99 is designated as the Kenneth L. Maddy Freeway. The Kenneth L. Maddy Institute is located at CSU Fresno. The Kenneth L. Maddy Equine Analytical Chemistry Laboratory is located at the UC Davis School of Veterinary Medicine.
