Schultz was born in Germania, Alabama to William Phillip Schultz and his wife Gertrude Eisel, both natives of Cassel Garden, Germany. His father came to America during the 1850s. During the Civil War, his father served as a colonel in the engineering department of the Confederate army. After the war his father moved from Alabama to Georgia in 1873 where he worked as an engineer for the Selma, Rome, Dalton (later the Southern Railway) until his death in 1876. As a boy William attended Dalton high school and he later enrolled at Emory and Henry College in Virginia where he graduated with a A.B. in 1893. He studied medicine at Grant University and graduated in 1897. His first medical practice was in Sequatchee Valley where he lived until 1904 relocating to Cleveland, Tennessee. He became the attending physician to the Centenary Female College and was the local surgeon of the Southern Railway. The Schultz home was located at 1126 26th Street.
