Otto was the son of the late Pasquale "Patsy" Scipio (DiScipio), born in Collepietro, L'Aquila, Abruzzo, Italy, and Filomena Maria Priore, born in Navelli, L'Aquila, Abruzzo, Italy. His brothers and sisters were Premo Domenic, Quentin Vincent, Frank Quarto, Tersie Salvatore (Sam), Secondina Camilla (Denda), Francis Ann, Settina Maria, and 3 infant brothers and 1 infant sister that were unnamed and died within 2 days of birth. He was married twice. There are two children from his first marriage to Juanita Hartley, Michael Otto and Elizabeth Marie. One child from his second marriage with Helen Pritt, Maria Ellena, and 3 adopted children, Darlene Michelle, Michael Patrick, and Donald Wayne.

Otto was an avid bowler. He bowled in leagues with his wife, Helen, almost every night of the week for many years. Otto also loved watching baseball, football, and basketball.
