Charles was born in Missouri to William Harper of Ohio and Hanna Kelsey of Pennsylvania.
He served in Company D of the 1st Oregon Infantry.
In the 1900 census he was a superintendent of quartz mines in Sumpter, Baker County, Oregon. He was 56 and single at that time.
He entered the Oregon Soldiers' Home on 9/15/1915 and died of a heart condition at that Home in Roseburg, Oregon on 7/30/1917.
