Milford was born to Eric Lewis Sheldahl and Josephine Anita Benson. He graduated from the Rushford High School and attended Luther College, graduating from there in 1935. From there he went to the Luther Theological Seminary in St. Paul, MN and the Lutheran Bible Institute in Minneapolis. After serving an internship in Shelby, MT he returned to the seminary and graduated in 1940. He was ordained at his home church in Rushford on June 23, 1940 and was installed in his first parish in Robinson, KS on June 30.

Milford served parishes in Kansas (Robinson), Washington (Sylvania), South Dakota (Nunda), North Dakota (Washburn, Wyndmere, Rolla, Hoople and Fargo), and Minnesota (Plummer and Moorhead). His retired from the ministry in 1981 but continued serving the Lutheran Memorial Home in Halstad, MN and was a visiting pastor at St. Mark’s Lutheran Church in Fargo. During his ministry Milford also returned to Rushford to participate in celebrating the 100th and 107th anniversary of his home church, the Rushford Lutheran Church.

He was a chaplain in the US Navy serving at San Diego and Washington, DC. Later, in the Naval Reserves he went to the Philippines with the Lutheran Service to run the serviceman's center Olongapo. Thelma also worked there making meals for the servicemen and keep things "homey" for the boys. He rose to the rank of Lieutenant Commander in the Naval Reserves, retiring from that in 1967.

Milford married Thelma Judith Iverson on August 14, 1938 in Decorah, IA and they had five children, Jonathan, Noel, Mary, Esther and Rhoda (died at birth).
