Lowndes was born on the island of St. Kitts in the Eastern Caribbean, and after coming to South Carolina studied law and became provost marshal of the South Carolina province in 1740. He was a member of the colonial assembly almost continuously from 1749 until the Revolution and was speaker of the assembly from 1763 to 1765 and 1772 to 1775. From 1774 to 1776 he was a member of the first provincial congress and was instrumental in the writing of the first State constitution. He was elected the second Governor/President of South Carolina and took office on March 6, 1778. He would serve as Governor until January 9, 1779. After the Revolution he served in the state House of Representatives from 1786 until 1790.
