She was born at Hickman Mills, Jackson County, Missouri, according to her death certificate, No. 9075.
Her parents were born in Kentucky and came early to Jackson County. The Gregg families were well known in Jackson County and early pioneers.
James L Phelps, her husband, was a lawyer and politician, who was son of Benjamin Phelps. At the time of their deaths they lived in the Benjamin Phelps home with his sister, Margaret Phelps. She was a history teacher at Independence High School.
Cornelia died of disease at age fifty-five.
