James was born to John and Helen Boulouheris in about 1886 in Sparta, Greece. The name he was born with was Dimitrios Boulouheris, written in Greek as Μπουλουχερης Δημητριος. He had a brother George and sisters Athenasia, Stamata and Elena. James didn't know his own birthdate; he gave it differently on various documents. At least part of his childhood was spent in the Peloponnesian village of Apidia.

James migrated to America in around 1907-1910. He was said to have spent time in Calexico, California. The earliest known record of him in the U.S. is in Douglas, Arizona, where he filed papers to become a citizen on May 8, 1916. He worked there as a waiter. On June 5, 1917, he registered for the draft in Chicago. At the end of 1917, James moved to St. Paul, Minnesota, working at his brother-in-law's restaurant. Here he learned to be a cook and met his wife, Minnie Labrie; they were married June 17, 1918. One week later, he joined the army, presumably to expedite becoming a citizen, which he did on August 15, 1918. His entire service in the army was as a cook stationed in Illinois and Iowa.

After his discharge in December of 1918, James settled with Minnie in Minneapolis. Between 1920 and 1925, they had three daughters. With his move to Minneapolis, he opened a restaurant. In 1925, he moved his family to Jacksonville, Florida, and operated a restaurant there, but moved back to Minneapolis after only one year.

James continued to operate restaurants in Minneapolis until the end of his life. On July 11, 1941, he died suddenly while recovering from minor surgery in the hospital. He was buried three days later in Fort Snelling Cemetery.
