US Congressman. After attending the University of Virginia and the University of Maryland, he was admitted to the bar and began the practice of law in Snow Hill, Maryland. Elected to the Maryland state senate in 1938, he served until 1951. He specialized in international law with practice in the Far East, Middle East, and continental Europe. Elected to Congress as a Democrat from Maryland, he served from 1959 to 1963. Defeated for reelection in 1962, he returned to law practice in Berlin, Maryland.
