It appears that Louis was buried in a paupers section of the cemtery, or one whos body was not claimed by a family member or could not/did not purchase a plot before his death. The "B" refers to being buried first and is on the bottom. The individual (Helen Loomis) in 7T, "T" for top, has no relationship to Louis. They both were buried the same day.
