The below is copied from a communication I received from Mr. R. G. Farquhar, the Great Grandson of Officer William Charles Farquhar.
"He was born on April 29, 1864 in Portsmouth VA., where his father, Charles (also a D.C. Metropolitan police officer) was detailed with the Quartermasters Dept. Charles served with Co. A 10th New York Zouaves during the War of the Rebellion.and then moved from New York to the District of Columbia.
William Charles was active during the early to mid 1880's as a member of the Sons of Veterans, U.S.A. He was Captain of the George A. Custer Camp, No. 1. (later to become the Logan Camp) He was also Captain of Company D, Fourth Battalion of the Militia of the District of Columbia. Our family has three Presidential signed Commissions for William Charles during his stint with the District Militia.
He was appointed to the District of Columbia Metropolitan Police Department on July 17, 1900. Each year from 1902 through 1911 he was nominated and elected financial secretary of the Policeman's Association. In 1912, he ran for president of the Police Association of the District and was heavily defeated by the incumbant president, C.E. Smith.
William Charles was a member of the Bicycle Corps reorganized under Major Richard Sylvester of the District of Columbia Metropolitan Police. Major Sylvester is memoialized in Find-A-Grave, number 39831094.
William Charles' father, one brother and his son Frank are buried in Arlinton National Cemetery. Two of his brothers are buried in San Francisco National Cemetery.
William Charles is buried in Mt. Olivet Cemetery in the District of Columbia.

Officer William Farquhar died as the result of receiving an experimental rabies vaccination after being bitten by a rabid dog on Potomac Street, NW, near M Street, NW. He was attempting to shoot the dog when he was bitten. A second officer at the scene shot and killed the dog.
The rabies treatment that was prescribed caused severe pain and paralysis and led to his death 16 days later. Officer Farquhar was the second Washington police officer to be stricken as a result of receiving the Rabies inoculation. William Warfield of the Fifth Precinct was made critically ill earlier of the same cause.
Officer Farquhar had served with the Metropolitan Police Department for more than 13 years, and was assigned to the 7th Precinct. He was survived by his wife, Ellen J. Farquhar, and two sons, Arthur and Frank. Frank is enrolled in Find-A-Grave, please visit memorial 49180292.
