Lieutenant (Junior Grade) Cecil was designated Naval Aviator #42 in 1917. Served in Europe during the World War. Was Flight Division Head of Bureau of Aeronautics when he was lost at sea (along with 72 others) when the dirigible USS Akron went down off Barnegrat Light, NJ.
NAS Cecil Field, near Jacksonville, Fla. was named in his honor.
