Son of Thaddeus Damascus Van Horn & Margaretta Law (buried in Lafayette Cemetery # 1, New Orleans). Husband of Katie Louise Wood and Viola Drott. Oliver served as a 1st Lieutenant in the Second Louisiana Regiment, Company C during the Spanish-American War.
Oliver Herbert Van Horn, founder and head of a New Orleans tool firm with branches in three other cities, died on Friday, September 23, 1949, at his home, 2425 Pine, after a brief illness. Oliver was born in New Orleans and founded the tool firm which bore his name in 1903. The firm was headquartered in 1949 at 1742 St. Charles, also operated in Shreveport, Houston and Fort Worth, Texas.
He was the former chairman of the Association of Commerce's industrial development committee and served several terms on its board of directors. He was also the former president of the Rotary Club and had been active in Boy Scout affairs. he was president of the New Orleans Area Council, Boy Scouts, in 1932, and in 1933, he was awarded the Rotary achievement cup for his work with the Scouts. he was a longtime member of the Scout executive board. he as also a member of the New Orleans Country Club.
