According to the local news paper Charles was named to fill the unexpired post of the Mayor of North Apollo borough and will served his position until Dec. 31, 1973. The new Democratic mayor served for five years as a member of the council, and resigned his post and was sworn in as the new mayor in a special meeting.
Charles was a crane operator at the West Leechburg Plant of Allegheny Ludlum Industrie and had lived in North Apollo since his marriage.
