A graduate of the University of Mississippi and of Cumberland University in Tennessee, he began practicing law in 1925 in his hometown of Eupora and served as Eupora's mayor for two years. Moving to Okolona in 1929, he continued practicing law and was district attorney of the third judicial district of Mississippi from 1936 until his election to Congress in 1942. He served in Congress for thirty years, pushing for improved agricultural programs and helping secure funding for the Tennessee-Tombigbee Waterway and continued funding for the Natchez Trace Parkway.
