Florine was the fourth of five children, and the youngest daughter. She was baptized at Saint Paul's Evangelical Church in Berwick. In 1942 she graduated from Berwick High School. On April 25, 1943, she married Jack Eveland in Atlantic City, New Jersey, and the couple had six children.
Early in life she was employed by Wise Potato Chips, and in the early 1940s worked in the armor division of the American Car and Foundry in Berwick. After her children were grown, she worked at the Dockey Shirt Factory for several years until her retirement in 1970.
