Family tradition has John being one of three children born of William Downer (b. 1710) and his wife Amy Goff and that his siblings were: Molly and Sally. Tradition also has it that he came to Pownal on the New Hampshire Grants from Schenectady, Albany County, Province of New York about 1763.

John married, at Pownal on the New Hampshire Grants (now Bennington County, Vermont) about 1772, Lydia Dunham (1757-1815) by whom he had 10 children: William (1773-1859), Obadiah L. (1774-1815), Amy (1776-1840), John (1777-1850), Joel (1780-1865), Sarah (b. 1782), Lydia (1786-1861), Mary (Polly) (b. 1789), Lucy (b. 1791), and Abner Patridge (1793-1856).

On October 11, 1780, Captain Eli Noble's (Pownal) Company, Colonel Samuel Herrick's 2nd Vermont Militia Regiment was called up in response to the alarm caused by the raid led by British Major Christopher Carleton into the Lake Champlain valley and beyond. During the 20 days that Captain Noble's Company was in service, John served two days.

In July 1781, John served for 2 days in Captain Eli Noble's (Pownal) Company, Colonel Ebenezer Walbridge's Regiment called up to respond to an alarm at Cambridge and Saratoga, New York.
