William Albert was born to Samuel and Mary Van Buskirk Scott. Before his birth, his family moved from Pennsylvania, and his father engaged in several different occupations, including store proprietor, grist mill owner, and postal officer. When the family finally settled in Ohio, they began farming.

William enlisted as a private in the Union Light Guards in Ohio in 1863, and served in the Civil War until he was honorably discharged on 9 September, 1865.

When William returned from war, he married Miss Sarah Irene Strawn on 14 October, 1871 in New Philadelphia, OH. They settled down to farm, and had seven children: Alice Eliza, Mary Olive, Elizabeth Norwood, Martha Minerva, Strawn Denney, Harry Edson, and Ward Albert.
