Hawaii Territorial Governor. He graduated from Yale University, was trained at Seattle National Bank, and returned to Hawaii to become Cashier of C. Brewer & Co., where his father was senior partner. Carter was also active in other businesses, including the Hawaiian Trust Company, the Hawaiian Fertilizer Company and the Bank of Hawaii. In 1901 he was elected to Hawaii's Territorial Senate, and in 1902 he was appointed Territorial Secretary. In 1903 he was named Hawaii's Territorial Governor, succeeding Sanford B. Dole, the first man to hold the office. He served until 1907, and during his administration Hawaii adopted its
current system of five county governments. Carter was a member of the Oahu Cemetery Commission, Sons of the Revolution, the Hawaiian Historical Society, and several scientific associations. In addition to publishing a number of historical and genealogical works, Carter amassed a valuable collection of books and rare documents which he eventually donated to the Hawaiian Mission Children's Society, which continues to maintain it.
