Reportedly born in either Franklin or Adams County, Pennsylvania, he married Mary McCleary in Chambersburg, Franklin County, and fathered William (b. 1862), Jacob (b. 1864), Catherine (b. 1867), Ann (b. 1869), Susan (b. 1871), Bruce (b. 1873), and Ida[?] (b. 1875). A farmer and later a clerk by trades, he presumably was living in Franklin County ca. 1860 although he is not found in that census.

A Civil War veteran, he served two terms of service:
1. Drafted in Chambersburg October 16, 1862, mustered into federal service there November 4 as a private with Co. I, 158th Pennsylvania Infantry (aka "Drafted Militia"), and honorably discharged with his company August 12, 1863.
2. Enlisted in Chambersburg August 29, 1864, mustered into federal service there September 1 as a private with Co. D, 209th Pennsylvania Infantry, and honorably discharged with his company May 31, 1865.

His second wife was Charlotte Baughman. He died suddenly from an apparent heart attack while driving a wagon in Carlisle.

The funeral of Jacob Forney will be held from his late home on North Bedford Street at 1:30 o'clock Friday afternoon. Interment will be made at Carlisle Springs.
