August 1, 1966,Billy Paul Speed was sitting in a Cafe eating his lunch, when he heard repeated Rifle fire coming from the vicinity of University of Texas. Responding to a call for assistance, Billy was shot in the back by Charles Whitman. Charles Whitman had climbed to the top of the 307 foot "tower" with an arsenal of weapons.

The tower, which is part of the university's Main Building, is one of the tallest structures in Austin.

When Officer Billy Speed and his partner,Officer Jerry Culp arrived, they took shelter under a statue south of the Tower, trying to figure their next move. Charles Whitman shot Billy Speed through a six-inch space between two balisters, which were part of a rail that surrounded the statue. Though Speed's wound looked superficial to those around him, it was in fact grave. He was dying.

Charles Whitman had killed fourteen people and injured dozens more in a little over ninety minutes from the Observation deck (28th Floor).
