Joel was the 6th of 11 children (4th son) born of Ichabod Stimson (b. 1713) and his wife Margaret. His siblings were: Stephen (b. 1740), Noah (1742-1762), Sarah (b. 1744), Joseph (b. 1746), Ruth (b. 1749), Margaret (b. 1753), Lois (b. 1756), Alice (b. 1758), Gideon (b. 1761), and Eneas (b. 1765).

On May 5, 1775, Joel enlisted as a Fifer in Captain Solomon Willes's 5th Company, Colonel Joseph Spencer's Second Connecticut Regiment. Colonel Spencer's Regiment marched by companies to the camps around Boston and took post at Roxbury and served during the seige of Boston until the expiration of their term of service, December 1775. This Regiment was adopted as Continental in July 1775. Joel was discharged from this service, December 17, 1775.

In the summer 1776, Joel served as a Fifer, Fifer Major or Sergeant in Colonel Samuel Chapman's 22nd Connecticut Militia Regiment composed of the Companies from Tolland, Somers, Stafford, Willington, and Union, Tolland County, Connecticut. Colonel Chapman's Regiment served under Brigadier General Oliver Wolcott when Connecticut responded to General George Washington's call for a large force to meet the enemy's threatened attack upon New York from August until "the exigency should be over." During this service, the British landed from Long Island and took possession of New York where they captured many American Soldiers including the Lieutenant Colonel of the 22nd Regiment, September 15, 1776. Joel narrowly excaped being captured at this time. Later, Joel was stationed on the North River (Hudson River) in New York when the big chain was put across the river to prevent the British vessels from passing and he was at the capture of British General John Burgoyne and his army at Saratoga, New York, October 1777.

Joel married, April 15, 1779, at Tolland, Tolland County, Connecticut, Susanna Growe (1764-1841) by whom he had a large family including a least two sons: Seba and Alba (1783-1864). Joel and Susanna moved from Tolland to Norwich now in Windsor County, Vermont, 1780.

On October 16, 1780, Joel commenced 3 days of service as a Private in Captain Timothy Bush's Company, Colonel Peter Olcott's Vermont Militia Regiment at the time the enemy came to Royalton. Later in the same month, on October 27, 1780, Joel engaged as a Sergeant in Captain Joshua Hazen's Company of Militia detached from the Towns of Hartford and Norwich, Windsor County, Vermont. The men in Captain Hazen's Company served 17 days guarding and scouting the frontiers of the State from headquarters at Strafford, Orange County, Vermont under the immediate inspection of Colonel Peter Olcott. On March 9, 1781, Joel served two days as a Sergeant in the part of Captain Timothy Brush's Militia Company, who marched under the immediate command of Lieutenant John Hopson by order of Colonel Peter Olcott at the time the enemy came to Peacham, Caledonia County, Vermont.
