Governor of Montana Territory. He graduated from Middlebury College in 1855, studied law, and became an attorney in Iowa. In 1859 he moved to Niobrara, Nebraska Territory, where he served as Probate Judge and was a member of the Territorial Legislature. After relocating to Dakota Territory in 1861 he was Secretary of the Legislative Council and played a key role in drafting the new territory's first statutes. In 1862 he was appointed US Commissioner to adjust military claims in Dakota Territory. In 1863 he moved to Idaho, where he was the first Speaker of the Territorial Legislature. Tufts was appointed Secretary of Montana Territory in 1867, and served as acting Governor from 1868 to 1869. In 1868 he was also named US Superintendent of Indian Affairs for Montana Territory, serving until 1870. He was an unsuccessful candidate to be Montana's Delegate to Congress in 1869, afterwards returning to Niobrara, where he farmed and practiced law. (bio by: Bill McKern)
