Harold D. Bibbens was born in Weedsport, Jan. 19, 1917, the son of Albert H. and Alice Davis Bibbens . In 1935, he graduated from Weedsport High School where he was active in sports. After graduation he attended Syracuse Collegiate Center.
He enlisted in the U.S. Navy during World War II where he served in the Seabees.
He married Sarah Reed, Feb. 28, 1942 in the Presbyterian Church, Fulton. She died January 20, 1989.
In the later part of World War II, he served on the Coastal Patrol in Maine. He joined the U.S. Border Patrol after the war. He served first in Maine and then was transferred to Morristown New York, where he served from 1950 to 1956. He joined the U.S. Immigration Service where he worked as an inspector in New York City from 1956 to 1960. He was transferred to Massena where he worked from 1960 and 1961 and then was transferred to Ogdensburg where he served from 1961 to the fall of 1976 when he retired.
After his retirement, he worked for two years as a security guard at Mater Dei College, Ogdensburg.
He was a member of the First Presbyterian Church, where he was an elder trustee and later a deacon. He was a member of the advisory board of the Salvation Army
He was active in Masonic affairs and was a 32nd degree mason. He was a member of the Weedsport Masonic Lodge and a member and former master of Masonic Lodge 128. He was a member of the Ogdensburg Commandry and Knights Templar. He was a member of the Media Temple Shriner, Watertown.
He was local chapter president of the National Association of Retired Federal Employees.
He was a driver for the Ogdensburg Meals on Wheels Program.
