Elected as a Democrat to represent Illinois' 2nd and 9th Districts in the Thirty-Second and Thirty-Third Congresses, he served from 1851 to 1855. Allen was born in Roanoke, Virginia, and worked as a farmer in Tennessee before moving to Franklin (now Williamson) County, Illinois in 1830. There he studied law and became a practicing attorney in Marion. Prior to his election to the US House, Allen served as Sheriff of Franklin County (1834 to 1838), as a member of the State House of Representatives (1838 to 1840), prosecuting attorney of the 1st Judicial Circuit (1841), a member of the State Senate (1844 to 1847), and as a member of the State constitutional conventions of 1847 and 1848. He did not seek a third term on Capitol Hill and resumed his practice in Illinois. In March 1859 Allen was elected judge of the 26th State Circuit Court, but died suddenly while hearing a case one month later. He was buried in Marion.
