He was appointed a Captain in the Continental Navy in 1779, and commanded the privateer "General Washington" until it was captured by the British. In 1792 he was elected as a Federalist to represent New York's 10th Congressional District in the United States House of Representatives, serving from 1793 to 1794. In that year he was commission as a Captain in the newly-established United States Navy, one of six naval men to be so commissioned. He supervised the building of the "USS Constitution" and commanded it from 1798 to 1801. He has a cenotaph in his hometown of Dighton, Massachusetts in the Unitarian Church Cemetery.
