William A. Harper was born March 21, 1937 , in Ogdensburg, son of Walter and Geneva Denny Harper. He graduated from Ogdensburg Free Academy in 1956 and enlisted in the Navy in 1966. He served during the Vietnam War and received the Vietnam Service Medal, the Good Conduct Medal and the National Defense Service Medal.

After his honorable discharge from the service he relocated to Rochester, where he worked for Taylor Instruments. He moved back to Ogdensburg in 1975. He enjoyed playing bingo.

Surviving is a sister, Amelia Thurston, Ogdensburg, and many nieces, nephews and cousins.

A sister, Dorothy Lebeau, and two brothers, Robert A. and Walter II, died before him.
