She graduated Lamar High School in Houston in 1954, attended the University of Texas and while there was a member of Alpha Delta Phi Sorority.
A resident of Beaumont for over fifty years, she was a member of the State Democratic Executive Committee, 1968-1970; President, Junior League of Beaumont, 1973-1974; Jefferson County Bar Association Auxiliary Board, 1976-1977; Trinity Day School Board, 1974-1977. She was also involved with Central City Development Corporation, United Appeals and Leadership Beaumont.
Preceded in death by her father, survivors include her husband, Dale Dowell; a daughter, Terry Dowell Owens; a son, Jimmy Dowell and his wife Alison; grandchildren, James, Jordan, and Kristopher Dowell and her mother Ruth Skaggs; and sister, Barbara Gorden.
