He served as mayor of Seattle, Washington from March 1964 to March 1969. He worked as a mill-work manufacturer from 1920 until joining the United States Navy in 1942, where he rose to the rank of commander. He resigned his office as mayor on March 23, 1969 to join the United States Department of Transportation as an Assistant Secretary of Urban Systems and Environment. In 1970 he returned to Seattle to serve as board of directors chairman for Shoreline Savings and Loan Association. Prior to being elected mayor, he spent ten years on the Seattle City Council from 1954 to 1964. In addition to serving as mayor and city councilman, he also served as chairman of the National League of Cities revenue and finance committee, and as chairman of the leagues transportation committee. He was succeeded in office by Floyd C. Miller.
