Smith Tozer was the son of David Tozer (28053436) and Rebecca Ann (Dickinson) Tozer. He was born in 1844 in Menard County, Illinois. He served as a Private in the Grand Army of the Republic along with his older brother, William H. Tozer, in the 106th Illinois Infantry. He died during the Civil War at age 19. His mother was granted a pension based on his death as well as the death of his brother, Thomas D. Tozer. Pension records indicate that he enlisted at Athens, Illinois, for three years as a private in Company H. 106th Regiment of the Illinois Infantry. He entered on the 17th day of September 1862 at Lincoln, Illinois. In a report dated October of 1863, he was listed as present, serving to February 28, 1863. In March and April 1863, he was listed as sick and in the hospital. In April and May of 1863, he was accounted as present in his unit. In July and August of 1863 he was again sick and in the hospital in Paducah, Kentucky. In September and October of 1863 he was transferred to Webster Hospital in Memphis, Tennessee, and died at the hospital on October 4, 1863. His cause of death was listed as chronic diarrhea.
