Harriet was born to James Hacking and Jane Pearson Hacking (Fisher Terry) in Clawthorpe, Westmoreland (now Cumbria), England. She had an older brother James, and her older sister Alice (died young). Younger siblings including Jane, John Sampson, and Ann (died as an infant) Hacking were also born in England.
The family became interested in The Church of Jesus Christ of Latter-day Saints, but before they could join, the father James died. The rest of the family joined as they came of age and mother Jane married 2nd John Fisher. They had four children: Alice, Elizabeth (died as an infant), Moroni, and William (starved to death when came to New Orleans) Fisher. In September/October 1949, the surviving family traveled to America through New Orleans on the James Pennell. James, Harriet, Jane and John Sampson went to Saint Louis to find work so they could find work to earn money to continue their journey to Utah. Harriet traveled with most of her family to the Salt Lake Valley in 1851 and the family first settled in American Fork. John Fisher died a short time later and was the first person buried in the American Fork Cemetery.
Harriet married George Gates, as indicated below, but she also died the next year in 1853. She was the third person to be buried in the Lehi Cemetery.
