JOE COLLYNS

Joseph Hartwell "Joe" Collyns, former vice president of public affairs for GTE Southwest, died at 8:30 a.m. Aug. 14, 2001.

A memorial service will be at 2 p.m. Friday, Aug. 17, at the First United Methodist Church with the Rev. Carl Rohlfs and the Rev. Grosse Mohler, assistant minister, officiating. There will be a reception at the church following the ceremony. Private burial services will follow.

Joe began his career with GTE as a management trainee in 1957. He was assigned to the Public Relations Department and rose to the position of vice president of public affairs for a four-state area. His career covered the tumultuous years of transition in the telephone industry from a regulated monopoly to a competitive driven industry implementing many innovative technologies requiring public and employee communications skills. He was instrumental in expanding GTESW public relations functions to a general office/multi-division operation involving public relations, advertising, media relations, government affairs, customer and employee communications and marketing functions.

Joe was an active civic leader at local and state levels. His San Angelo activities included San Angelo Chamber of Commerce, member of San Angelo Symphony Board, member of First United Methodist Church choir, president of the San Angelo Country Club, member of Bentwood Country Club, member of the Kiwanis Club and longtime supporter of the Kiwanis-sponsored Little Olympics, and a director of the nationally televised Miss Wool of America event held annually in San Angelo for several years.

Joe served on the Governors Task Force on Industrial and Tourist Development.

He worked closely with the late GTE president, E.L. Buddy Langley, in establishing the Byron Nelson Golf Classic, which is still held annually at the Las Colinas Club in Dallas.

He was president of the Texas Public Relations Association, a statewide organization of PR professionals.

His other activities included membership in the West Texas Chamber of Commerce where he helped inaugurate annual WTCC visits to Washington, D.C. He was an active associate member of the Texas Press and West Texas Press associations and member of the Texas Telephone Association.

Recognitions at his GTE retirement party in 1987 included personally signed messages from President Ronald Reagan and the governor of Texas.

Joe was raised on a ranch near Water Valley. He graduated from Water Valley High School, attended San Angelo Junior College (now Angelo State University), served in the U.S. Navy during World War II, graduated from Sul Ross State University in Alpine in 1947 with a degree in physical education and his masters degree in education. He became assistant superintendent of schools at Monahans prior to joining GTESW.

Survivors include his wife, Char, of 53 years; a daughter, Kem of San Angelo; a son and daughter-in-law, Grant and Nancy of Round Rock; his uncle, William H. "Bill" Collyns; cousins, Lorraine Harris and husband, Bill, of Plano; and Georgia Caffey and husband, Delbert, of Water Valley.

His parents, Mr. and Mrs. George Collyns of Water Valley and San Angelo, preceded him in death.

The family requests memorials be made to San Angelo Symphony Association, Angelo State Ram Club, First United Methodist Church, or a charity of the donors choice.

Johnsons Funeral Home is in charge of arrangements.
