He was admitted to the bar in 1890 and opened a law practice in Jefferson, North Carolina. He was clerk of the State Senate, 1894 to 1895, a member of the State House of Representatives, 1896 to 1897 and assistant US Attorney in 1898. In 1901, he was elected as a Republican to the Fifty-seventh Congress serving until 1903. He was reelected to the Fifty-ninth Congress in 1905, serving until 1907.
