A native of Sacramento, Chappie enlisted into the United States Army in 1942 to serve during World War Two and would later also serve during the Korean War before being discharged at the rank of Captain. In 1950 he was elected to the El Dorado County Board of Supervisors serving until 1964, when he was elected to the California State Assembly until 1980. In 1981 he was elected to the United States House of Representatives representing California's 1st District until 1983 and then California's 2nd District until 1987. In 1989 he was appointed to again serve on the El Dorado County Board of Supervisors by Governor George Deukmejian until 1991.
