His early careers included real estate, cattle ranching, and education. On November 5, 1946, he was elected Governor of Oklahoma as a Democrat. During his administration, the State Highway Department and the State Planning and Resources Board were reorganized, the Oklahoma Turnpike Authority was established, a Board of Regents for State Colleges was created, and segregation in higher education was ended in the state. His efforts to reform public education and to create a merit system for state employees were not successful. Upon leaving office, he returned to his cattle and oil interests.
