He was the son of Booker R. Shorter and Tabitha Hubbard Shorter. He married Anna Eliza Gardner and had 9 children, Lula Catherine, James William, Martha Emma, John Hannibal, Clyde Gardner, Claude Cabell, Henry Wade, Jake Finch, Anabelle. He is a Confederate Veteran having served as a courier and he received a pension in his later life. He came to Newport News around 1881 to work in the ship building business.
